New structure of the 60 counter-arguments

The chosen structure of the counter-arguments A, B, C. .. the geographical location of the problem seems no longer useful. I'm thinking about a new structure from the view of rail passengers. Meanwhile, problems with S21 could be organized in the following:

Here you will find the menu item "arguments", the following structure:
